Can residents in Qatar join a group claim against a telecom for hidden fees and slow service?

My friends and I were charged extra “service” fees and the connection speed never matched what was advertised. Many customers have the same issue and complaints were ignored. Is there a way to file a group claim in Qatar, and what evidence would we need?
