Inspectoratul de stat al Muncii

Inspectoratul de Stat al Muncii (ISM) serves as the administrative authority under the Ministry of Labour and Social Protection in Moldova, dedicated to enforcing labor laws and ensuring workplace safety and health. Established in 1992, ISM has been instrumental in overseeing compliance with labor regulations across various sectors, safeguarding employee rights, and promoting fair labor practices. The institution's mandate encompasses conducting state inspections of enterprises, institutions, and organizations of all ownership types and legal forms, as well as individuals employing workers, and central and local public administration authorities.

Over the years, ISM has demonstrated a strong commitment to combating undeclared and under-declared work. In 2024 alone, the inspectorate identified 3,088 individuals working without legal employment contracts, representing 7% of the total undeclared workforce in Moldova. This proactive approach underscores ISM's dedication to reducing informal employment and enhancing social protection for workers. Additionally, the inspectorate has been actively involved in promoting occupational safety, having investigated numerous workplace accidents and implemented measures to prevent future incidents.
