can a sick person or persons obtain stay order from the court on humanitarian basis

my sister is in Islamabad, an Afghan national, critically ill with COPD lung disease and heart failure. She is in regular need of oxygen, which is intact with her all the time. Recently, with the situation between Afgahnistan and Pakistan, huge number of Afghan nationals are driven back to Afghanistan under deportation measures of Pakistan government. My sister and her kids have applied for thier visas but they are still waiting to receive with no near future news. She is also one of the case holders for resettlment to USA under P2 immigration but the process is very slow and time consuming. She also does have a letter from US embassy confirming her case number and application status with them and that how Pakistan's ministry of Foreign affairs and interior affairs have mutual grounds for such individuals. Most important is her medical condition, as if she is deported back to Afghanistan she will certainly loses her while being transported and the electricity situaiton in Afghanistan is very fragile. My request is if posible and base on humanitarian grounds, her medical critical condition and US resettlment application to request for a stay order from honoruable court and the follow up of her visa applicaion
