My employer cannot give me noc they say give money but they can't pay anything like job and salary and accommodation

You may submit a request to the Labour Office stating that your employer has not paid your employment entitlements and that they are extorting you and demanding money. This can be done; however, you must provide your employment contract so that the possibility of recovering the outstanding amounts owed by the company you work for can be assessed.
