Chapter Four Uganda

Chapter Four Uganda is a non-profit, non-partisan organization dedicated to the protection of civil liberties and the promotion of human rights across Uganda. Established in 2013, the organization derives its name from Chapter Four of the Constitution of the Republic of Uganda, which enshrines the Bill of Rights. Chapter Four Uganda provides bold and innovative legal responses through representation, litigation, and counsel, focusing on the most vulnerable and marginalized sections of society. Their mission is to offer strategic and non-discriminatory legal responses to the abuse of civil liberties, employing public interest litigation, research, legal analysis, and advocacy to advance social change and protect human rights.

In addition to its legal services, Chapter Four Uganda actively engages in research and advocacy to influence laws, policies, and practices that threaten civil liberties and human rights. The organization prioritizes cases with the greatest impact, particularly those involving the most vulnerable and marginalized groups. By mobilizing domestic, regional, and international legal expertise, Chapter Four Uganda provides public interest litigation, strategic litigation, legal representation, and lawyering as means to access justice and obtain redress for the abuse of civil liberties. Their approach includes offering legal advice and representation on a pro-bono basis, conducting research, and engaging in advocacy to foster public awareness and influence policy changes.

Chapter Four Uganda has built a reputation for its principled and bold defense of constitutionally guaranteed rights across a spectrum of issues, without limitation based on ethnic, religious, or other group identity, political affiliation, or sexual orientation. The organization collaborates with other national public interest law service providers and civil liberties advocates to cultivate a network of public interest practitioners. This network is drawn upon to provide public interest and strategic litigation services on a pro-bono basis. Through its dedicated efforts, Chapter Four Uganda continues to be a vocal and principled defender of civil liberties and human rights in Uganda.
