Elion Shkodrani is a qualified lawyer, with extended experience since 2007, assisting both private clients and public partners, including Albanian government and international institutions.
In relation to private clients, his practice focuses mainly on Business law, PPP’s & Concessions, Public Procurement, Hotel and Tourism projects, Energy and Environment, administrative and regulatory compliance and strategic investments status procedures.
As legal consultant for projects implemented in Albania by international organizations in cooperation with Albanian state bodies, Elion has been involved in several projects related to law drafting and legislative process of harmonization of the Albanian legal framework with the EU acquis, and is frequently contracted as a local legal expert of several international institutions, such as UNDP, EU Commission, World Bank, IFC, EBRD, GIZ etc.
He is the author several books and publications in Albania, including the Guide on Concessions and PPPs, Manual on Strategic Investments, Business Guide for Registration and Licensing in Albania, Manual on fiscal administration procedures in local government and of the Commercial Guide.
His education includes Master Degree in International and EU Law, following a Juris Doctor Degree in Law, both from the University of Bologna Alma Mater Studiorum a.d. 1088.
As attorney, Elion is a member of Albanian Bar Association, since 2010 and a former member of Italian Bar Association - Ordine degli Avvocati di Bologna since 2007.
