Can nvc reinstate my case?

My case was initially filed in 2005 under the F1 category. I got married in 2010, and in 2017, I received NVC slips for fee payments. However, due to my family circumstances, particularly my inability to leave my child and husband, I could not proceed with the process, and I did not correspond with the NVC during that time.
