Thank you for your inquiry regarding the new draft regulation impacting your sector. At ADVISER Armknecht & Partners, we assist clients with compliance in public law matters, including lobbying activities under the Act of July 7, 2005, on Lobbying Activities in the Law-Making Process (Dz. U. 2025 poz. 677).
Professional lobbying - defined as paid activities influencing public authorities on behalf of third parties—requires entry in the public register maintained by the Minister responsible for public administration.
To register, submit an official form with your company details (or name/address if individual), KRS/NIP numbers if applicable, proof of fee payment (up to 100 PLN), and ID copies for non-entrepreneurs.
Before meetings with MPs, ministers, or agencies, provide proof of registration and disclose represented clients.
Entities performing professional lobbying without registration face fines from 3,000 PLN to 50,000 PLN, imposed by decision of the Minister, considering influence and scope of activities; fines can be repeated if violations continue.
Public authorities must report unregistered lobbying, and annual reports detail lobbying contacts.
