What course of action do I need to take following a hair transplant back in 2023. They only did half of the procedure and never completed the rest until I realized and than tried to offer me 50% off for another hair transplant when I already paid for a service that I never received and since than have not responded to me at all.

You can pursue refund and legal action.
Steps to take:
- Collect evidence: contract, invoices, payment proof, messages, photos.
- Send a formal legal notice (written demand) requesting either:
- completion of the procedure at no extra cost, or
- a refund for the unperformed part.
- File a consumer complaint in Turkey (Consumer Arbitration Committee or Consumer Court, depending on the amount).
- If the clinic is unresponsive, you may also report them to the Ministry of Health for incomplete medical service.
Offering a “50% discount” instead of completing a paid service is not legally acceptable.
