The Nézőpont Institute, in collaboration with experts from five EU countries, has published the first comprehensive report on rule-of-law violations within EU institutions. The 47-page document identifies 18 systemic breaches, primarily linked to the arbitrary and stealthy extension of competences beyond EU Treaties.
Key findings include corruption and procedural bias in the European Parliament, discretionary infringement powers and unequal treatment of member states by the European Commission, opaque judicial appointments in the Court of Justice, and the Council’s attempts to circumvent the unanimity principle.
To address these violations, the report recommends establishing a "European Court of Competences," limiting discretionary powers, protecting the unanimity principle, and enhancing member state oversight.
