With a highly regarded career that has spanned multiple continents and legal systems, Tarek has acted for the biggest energy and infrastructure companies in the world on a range of innovative and complex contentious and non-contentious matters.
Formerly a partner at the London offices of Hogan Lovells International LLP and general counsel at the Libyan branch of AECOM Inc., Tarek has substantial experience advising international upstream energy companies, commercial banks, multilateral lending agencies, contractors, project sponsors and developers. He focuses on all aspects of upstream and downstream hydrocarbon matters, renewable energy and conventional power projects, corporate M&A and social and economic infrastructure. In addition, Tarek is regularly instructed as expert witness and counsel on major international arbitral and court disputes.

Having started at the firm as a Legal Assistant, she worked her way up due in no small part to her immense drive and eagerness to get results for the firm’s clients.
She has gained experience across the full range of the firm’s practice areas, bringing her passion and incisive legal mind to each matter. She is developing expertise particularly in Libyan corporate and project work, including company structures and M&A, as well as project work with a focus on EPC/BOT/BOOT and other construction contracts.
Nusaiba’s work includes international matters, such as projects concerning EU anti-dumping regulations and international sanctions affecting Libyan assets and state entities. Additionally, she was a core member of the firm’s team that acted as lead international counsel on the development of a convertible loan structure for an equity acquisition in a European hydrogen business, and the related negotiation and incorporation of a joint venture vehicle for the development of supply routes to the European hydrogen market.

Gofran is an associate at Eltumi Partners.
With previous career experience at major sovereign wealth funds, Gofran brings a well-versed knowledge of cross-jurisdictional issues to her work. Her capabilities are bolstered by her work and training across civil and common law legal systems (in Libya and the UK, respectively), which enables her to unwind the legal intricacies of both Libyan corporate and energy laws, as well as major international transactions.
In her previous role as in-house counsel at both the Libyan Investment Authority and the Libya Africa Investment Portfolio, Gofran applied her keen legal intellect and multi-dimensional approach to complex international matters including advising on UN and EU sanctions law, drafting and negotiating investment management agreements and handling day-to-day legal issues such as employment disputes, compliance monitoring and vendor due diligence. Building on her academic focus on international commercial arbitration in her LLM degree, Gofran acted on a number of ICC arbitrations, including a significant Libyan law governed dispute involving two international upstream majors, as well as a number of high profile English law governed commercial and public law disputes heard before the High Court of England and Wales.
Gofran’s work at the firm has seen her advise on a range of Libyan and international matters, including legal, tax and cross-border issues in the restructuring of a Dutch downstream project vehicle and acting for the buyer in a major M&A transaction that spanned jurisdictions in Africa, Asia and the US. With unfailing persistence and patience, she has tackled highly complex questions of Libyan, international and cross-jurisdictional law and produced comprehensive, clear and acutely thought-through solutions for our clients. These skills support her growing specialisations in, among others, corporate law, energy law and cross-border matters.

Ahmed is a partner at Eltumi Partners.
With a preceding, highly regarded international career in the energy sector as in-house counsel, Ahmed brings significant depth of knowledge and experience to the Eltumi Partners team. His career has played out at some of the biggest names in the energy industry, both in Libya and internationally, where he honed his legal and commercial skills and acumen advising on a range of major Libyan and international upstream and downstream projects.
Formerly General Counsel of the Libyan National Oil Corporation and of the European Oilinvest Group, Ahmed is an established and highly respected international energy lawyer and has worked across Libya, the Middle East and Europe. His in-house experience means that Ahmed knows what clients expect from external counsel and is equally comfortable advising chairmen, CEOs and boards of directors on the key legal, commercial and strategic aspects of major corporate decisions.
In addition to complex energy project work, such as working on European pipeline projects and the shutdown of a major oil refinery on the continent, Ahmed’s unique understanding of energy economics saw him develop Libya’s EPSA IV model contract and bidding rounds that attracted billions of dollars of inward investment from major international upstream players. His experience was brought to bear in negotiating Shell International’s licencing for operations over the USD 38 billion barrel “super-giant” Majnoon oilfield in Southern Iraq.
Clients benefit from Ahmed’s deep experience in multi-jurisdictional matters, and his application of a solution-oriented mindset to the most complex of issues. He assists clients in corporate M&A deals, day-to-day business operations including compliance related issues, as well as regulatory matters such as international sanctions, data-protection and tax structuring matters.

Having previously worked as an in-house legal advisor at a public sector entity, Amr has a strong understanding of public laws and the public sector’s approach to contractual and commercial relationships. Amr honed this awareness whilst in private practice over many years, appearing as advocate in several major disputes heard before the Libyan courts, as well as advising a range of domestic and international companies on labour laws, social security obligations and immigration matters.
