Oficiul Avocatului Poporului (OAP) serves as Moldova's National Human Rights Institution, operating independently to safeguard and promote human rights across the nation. Established in alignment with the Paris Principles, OAP functions under the Constitution of the Republic of Moldova and is governed by Law No. 52 of April 3, 2014, concerning the People's Advocate (Ombudsman), and Law No. 164 of July 31, 2015, which approves its organizational and operational regulations.
In 2023, OAP was reaccredited with 'A' status by international organizations, reaffirming its adherence to global standards in human rights promotion and protection. The institution is autonomous and independent in its organizational, functional, operational, and financial aspects, ensuring impartiality in addressing human rights violations. OAP's team comprises experienced professionals dedicated to supporting the People's Advocates in fulfilling their mandate to protect and promote fundamental human rights.
OAP's activities encompass a broad spectrum of human rights issues, including examining complaints about potential violations, issuing advisory opinions with recommendations for restoring rights, and proposing legislative improvements to prevent future infringements.
