Our Partners and Associates
Billy graduated from Monash University, Australia with a double degree in Economics (majoring in Accounting) and Law in 1988. After completing his legal practical training course in Leo Cussen Institute of Melbourne, he was admitted to the Supreme Court of Victoria in 1989. He worked in Price Waterhouse Tax Services in Melbourne whereby he carried out research on the merger of family investment trusts and presented a paper on the Australian Budget 1989. Billy then joined Peat Marwick Tax Services for a year in 1990 and decided to chamber in Messrs Albar Zulkifly & Yap. Upon admission to the Malaysian Bar, Billy commenced practice in Messrs Oon Kong & Lee in August 1991 and later continued in Messrs Lee Choon Wan & Co in June 1992. He was involved in the listing of a few public listed companies and privatisation projects. In March 1997, he joined Messrs Lee, Perrara & Tan.
To date, Billy has conducted due diligence reviews for companies in a variety of industries including operations in China, Vietnam and Indonesia and the privatisation of a state-run company. Billy has also assisted 3 PRC applicants seeking initial public offerings in Malaysia in 2009.
Ee Leng graduated from University College London, University of London in 1997. After completing her Certificate in Legal Practice in 1998, Ee Leng commenced her career in the IT and hospitality industry. Ee Leng gained invaluable exposure and working experience in Hong Kong, China and Taiwan. Her experience there included drafting of commercial agreements in Mandarin.
Ee Leng was admitted to the Malaysian Bar in May 2002 and commenced practice at our firm since June 2002. She was made partner in year 2007.
Lip Jin graduated from Kent University, Canterbury in 1988. He was in the stockbroking industry for four years in Hong Kong and Kuala Lumpur before proceeding with his Bar Vocational Course in London. He was admitted to the Bar of England and Wales in July 1994 as a Barrister-at-Law of Grays Inn. After completing his pupillage with Messrs Lee Hishammuddin, he commenced practice at Messrs Lee Choon Wan & Co in January 1996, made a partner of the firm three years later, and in the process gained invaluable experience by handling a wide range of corporate matters mostly with merchant banks and public listed companies.
Lip Jin’s scope of experience includes advising on securities industry law, local and foreign joint ventures, technical assistance agreements and intellectual property work.
Lip Jin is mainly in charge of the conveyancing department in our firm and has handled a wide range of property projects from the high-end development side (ONE KL, Madge U-Thant Residence, Bellworth Greens Project), to advisory on the Mid Valley City and the Gardens Management as well as other niche developments.
Chang Yang graduated from the Australian National University College of Law, Canberra, Australia in 2014 and proceeded to work in our firm as a paralegal. He obtained his Certificate in Legal Practice in 2015 and was admitted as an advocate and solicitor of the High Court of Malaya in 2016 after reading in the Chambers of one of our partners.
Passionate about private law, he practices in areas that deal primarily with corporate and conveyancing matters. He has been involved in initial public offering, acquisition, corporate loan, sub-sale, tenancy and exemption of stamp duty transactions during the stint of his legal career with us.
Simone graduated from the University of Sheffield with a Bachelor of Laws in July 2015. She was called to the Bar of England and Wales in July 2016 as a Barrister at Law of Inner Temple. She also subsequently obtained a Master's in Business Administration from the University of Manchester. She trained at Messrs Tay & Partners and commenced practise with us after she was admitted as an Advocate and Solicitor of the High Court in Malaya in September 2017.
Simone specialises in corporate and commercial matters such as corporate finance, capital market regulations, and mergers and acquisitions. Simone has worked on initial public offerings, acquisitions, joint ventures, debt issues and a variety of legal due diligence exercises. Simone also undertakes various advisory works on will, trusts and probates; and real estate matters such as sub-sales and retail loans.
