My father lives in Poland From 2022. He has 1st TRC including the expiry date 29.0.2029. He applied for family in 09.10.2025 with the 1st TRC. Now the status is "Positive Formal Verification" in portal. Now my question is that, will the decision be affected for having 1st TRC? and is it better to apply 2nd TRC now for getting the decision positive?

No, having a 1st TRC (Temporary Residence Card) will not negatively affect the decision, especially since it is valid until 2029 and your application has already passed Positive Formal Verification. It is not necessary to apply for a 2nd TRC now. Doing so could complicate or delay the ongoing process. 👉 Best option: Wait for the decision.
