I paid a deposit to a supplier in China and they missed the delivery date twice without a clear plan. I want to pressure them to perform or refund before filing a lawsuit. What should the letter include and how should it be served to be useful later?

You must send via EMS, to the sulpplier's registered address and the address shown on the contract. As to the content, it depends on your expectation and for the purpose of collecting evidence.

You could hire a lawyer to make clear the facts and evidence, normally a lawyer's letter is more formal.
