Do I need an export licence from Italy to ship dual-use electronics to Turkey?

I run a small business in Milan and a customer in Turkey wants to buy electronic components that might be considered “dual-use.” I’m not sure if they fall under EU export controls or what checks I must do on the buyer. What steps should I take to stay compliant and avoid penalties?
