This is the problem.

You paid money to someone, to rent an apartment, you are given the receipt for the apartment, and told that you can park your things in, but then you can't live there yet because the toilet and bathroom is faulty. You were clearly told that part of the money you paid will be used to for repairs in and you are assured certain days in which everything will be fixed. Now the days ran into weeks and months and nothing was fixed. Your things are at the apartment. The landlord and agents number doesn't go through and whenever it does they tell you they ran out of money and can't do anything about the earlier agreement. What actions are responsible and law abiding citizens expected to take in this scenario?

If you have proof that you didn't rent the property 'as is', you should write a formal letter to the landlord demanding that the toilet, etc, be fixed and that your rent cannot run until it's fixed.
