Yes
there are few Grounds on which a marriage can be annulled it called Jactitation of Marriage.
you have to file a suit in Family courts

Yes a marriage can be annulled after rukhsati and nikah even if it has not been consummated. Under the Muslim Family Laws Ordinance, there are provisions that allow for the annulment of a marriage under certain circumstances.

. First of all there is no law of annulment in Muslim. If you talking in Christian that is other thing. However After Rukhstai marriage can not be annulled. However after rukhsati can go for divorce
