Do I need to register as a lobbyist in Paraguay to meet ministries about a new regulation?

I represent a local company and we want to meet with a ministry and members of Congress to propose changes to a draft rule. I’m not sure if these meetings count as lobbying or what disclosures and reporting are required. What steps should we take to stay compliant?
