A few friends and I want to form a small charity to fund school supplies in Asunción. We expect some donations from relatives abroad and want to issue proper receipts and stay compliant with local rules. What registrations and reporting steps are required?

For a small group expecting modest or occasional donations, the simplest path is usually forming a civil association, obtaining legal personality, registering the entity in the MEF administrative registry, and securing a tax ID (RUC) so that official donation receipts can be issued.

However, if the initiative is not expected to operate on a large, permanent, or high-volume basis, a practical alternative is to collaborate with an already established non-profit organization (ESFL) that is fully registered and compliant. Partnering with an existing entity can significantly reduce administrative burdens, allow donations to be processed immediately through an authorized structure, and ensure that receipts and reporting obligations are handled properly while the project grows or evaluates whether a separate legal entity is necessary. In case you need any further clarification, we can assist you.
