Alternative option to process Friar land by judicial process

We have completed the survey and plan approved by DENR dated Dec 2009, waiting for approval for titling when the Suspension in the processing of Application of Friar Land dated 09 Mar 2011 was implemented. And up to now, it has not been lifted. Is there a way for us to move to judicial process?
