How do I register a small charity in the Philippines and get authority to solicit donations?

We’re a group of volunteers raising funds for school supplies, but donors are asking if we’re legally registered. What are the steps to set up a nonprofit, and do we need separate permission to do public fundraising?

You may register as a non-stock, non-profit corporation with the SEC. Within thirty days from the issuance of your certificate of incorporation with the SEC, you should also register with the BIR. Aside from the standard registration with BIR, you should also register with BIR as a donee institution. You may also register with the Philippine Council for NGO Certification. Registering with BIR and PCNC will ensure that those who donate to your organization will be able to avail themselves of the tax benefits of donating to a registered donee institution.
