What passport should my father have?

In Philippines
Last Updated: Oct 24, 2024
My father was born in the PH in 1953 to chinese parents. He never got a PH passport but is able to vote and has a Ph national ID, a senior citizen's card. He used to have a Taiwan passport when he went there to work but has since been living in the PH since around 1999.

What should he do if he wants to get a passport, preferably a PH passport?
