How do I challenge an EU customs duty assessment on goods imported into Lithuania?

Lithuanian Customs reclassified my imported goods and issued a higher duty and VAT assessment. I think the tariff code and origin they used are wrong and I have invoices and technical specs. What is the appeal process and deadline, and can I request a repayment if I already paid?
