How do we register a charity trust in Zimbabwe, and can trustees be paid a stipend legally?

We want to start a small charity to support school fees in our community and plan to operate as a trust. Some trustees will be doing daily work and we’re not sure if paying a stipend is allowed or how to document it to stay compliant.
