Yes, you most certainly can. It's better if you have some evidence to support your case such as, conversations and text messages, receipts and better if you have someone that is a witness to your verbal agreement or that knows you paid the contractor for the job. Its better too if you know the name and contact for the contractor as well as the business name. This can be pursued as a claim against the defaulter in the Cayman Islands Law Courts.
