What steps should I take if a supplier in China breaches a contract and ignores my demand for remedy and payment?

I signed a contract with a supplier in China, and they failed to meet the agreed quality and delivery schedule. They won't respond to my written notices asking for remedy or a refund. I'm weighing civil litigation versus arbitration, but I don't know which route is faster, how long it may take, and what typical costs are involved.

Based on our legal practice,
Civil litigation shall be filed to a jurisdictional law court of China, if no arbitration clause was made.
Whereas arbitration applies only if both parties reached arbitration agreement as regard to the dispute resolution and conclude on the exact Arbitration agency.
