CTRL Law is founded by Constance Tafua-Rivers Lesa . An experienced Legislative Drafter, Legal Adviser and Legal Policy Developer who has served the Government of Samoa for over 20 years.
Now in private practice offering legal services as a Barrister, Solicitor and Legal Consultant, she is in a position to provide personalised and practical legal support to clients in both the public and private sectors - for governments, intergovernmental organisations, NGOs, businesses and individuals.
Areas of expertise are public international law, maritime law and boundary delimitation, legislative drafting, commercial and corporate law, contract drafting, review and negotiation, procurement and tender compliance, treaty-making, accession and implementation, a well as government and public policy advisory. Her background includes representing Samoa on international platforms, drafting key national legislation and advising on foreign policy matters.
