How can a Ukrainian exporter challenge EU customs reclassification and extra duties?

Our shipment to the EU was reclassified at the border and the importer was charged higher duties than expected. We believe our product code and description are correct, but customs is asking for more documents. What is the proper appeal process and deadlines, and what evidence should we prepare?

After you get a written decision from customs, you should file a complaint within 30 days. If you still need to, you can take your case to court within six months of receiving the customs decision.


The documents you need will depend on your situation and might include technical reports or expert statements. Make sure you clearly show that your product code matches:



  • What the product is like (its actual characteristics)

  • What it mainly does (its main function)

  • What it’s made of (its material composition)
