To work legally in Azerbaijan, a visit/ tourist visa by itself is not enough; you need a local employer to sponsor a work visa and work permit through the State Migration Service of Azerbaijan. In practice, Azerbaijan immigration law does not allow a simple on‑the‑spot “conversion” from tourist/visit visa to work visa just by request of the individual. You cannot independently obtain a work permit; it is always the employer in Azerbaijan who applies to the State Migration Service. The employer files the work‑permit application with supporting documents (your passport copy, qualifications, justification letter, etc.). If the work permit is approved, it is usually issued for up to one year, with the possibility of renewal. After the work permit is granted, you obtain or are issued the appropriate work visa and then apply for temporary residence in Azerbaijan within the prescribed time.
