Am I allowed to ship dual-use software to a partner country without an export license in Belgium?

I run a Belgian tech SME that develops encryption software with potential dual-use applications. A client in a country under EU restrictive measures requested access to the software. I'm unsure whether EU export controls require a license or end-user screening, and what steps I must take to stay compliant.
