I signed a contract with a local contractor to repair my porch and paid a substantial deposit. They haven’t started work yet, and I’m thinking of canceling. What does Georgia contract law say about deposits, refunds, and possible penalties when cancelling before performance begins?

It depends on the contract conditions. If they failed to start the works on time, there will be written notice about cancelling contract and refund payments.
