I'm worried about confidentiality obligations under the Bar Council of India. If a lawyer shares my case notes with a colleague without my consent, what remedies do I have? Should I approach the Bar Council for a complaint or pursue civil remedies?

There's a difference between a third party and a colleague. All lawyers' work is handled in their office and obviously the case details are available amongst the colleagues working together as a team on a case.
