Do I need an export licence from the Netherlands to ship dual-use electronics to Turkey?

I run a small Dutch trading company and a customer in Turkey wants 200 units of a high-spec electronics component. I’m not sure if it’s classed as “dual-use” under EU rules or what checks and paperwork are required. What’s the safest process to avoid customs seizure or penalties?
