The law
The law for the recognition of pensioner status for foreign citizens was finally approved in Albania on 18 October 2021.
For the first time the Albanian state recognizes the residence permit as a pensioner for foreign citizens who want to spend their "sweet age" in the Land of Eagles. This is a phenomenon which sees Italian pensioners increasingly prefer Albania as a destination, not only for tourism, but for residence
Genesis
The first steps took place with the push from the Honorable Massimo Romagnoli, in the figure of President of the MDL (Freedom Movement, based in Brussels), who brought to light the problem linked to the impossibility of Italian pensioners (and Europeans) in Albania to be able to obtain a pensioner's residence permit as reported by the President of the Pensioners' Association in Albania, Mr. Carmine Iampietro.
Following this opening, the technical-legal working group was born which involved:
- Dr. Kevin Ylli Paja, in the role of President of the “PROGRESS ALBANIA” lobby group Sh.pk(Srl), who provided fundamental help in bringing this issue to the top
- The lawyer Saimir Kumrija who coordinated the working group of AK STUDIO Sh.pk(Srl), which offered the necessary legal expertise, in collaboration with the professional work of the lawyer. Besian Demishaj
This result would never have been achieved without the indispensable support of the Honorable Members of the Albanian Parliament Enver Roshi and Ramazan Gjuzi.
The support of the Minister of State for relations with Parliament, the Honorable Elisa Spiropali, was also of fundamental importance.
This work finally led to the implementation of the modification of the law for foreigners in Albania thanks to which the right to a residence permit with only the status of pensioner was recognized to retired foreign citizens (article 85; 18/10/202; Gazzetta Official No. 162 Page 14969; Law 79/2021 'For Foreigners'). The birth of the Studio
This excellent result has led Albania to be one of the first European countries where pensioners can move to enjoy their pension completely tax-free, thanks to the tax benefits offered by the Albanian Republic.
For having demonstrated great professional ability in coordinating the working group which, as a civil society and interest group, offered legal expertise to the Albanian Parliament for the purposes of recognizing the right for foreign pensioners to obtain the Residence Permit as Retired, the technical legal working group was created and entrusted to the lawyer.
