Constance Tafua-Rivers Lesa

Principal

Constance is a Legislative Drafter and Legal Policy Adviser specializing in public international law that has served the Government of Samoa for more than 20 years.  She is now in private practice as a Barrister, Solicitor and Legal Consultant. 


Her career focused on public international law, maritime boundary delimitation efforts, humanitarian law, disarmament, environmental law, commercial law, legislative drafting, governance, treaty-making processes and high-level advisory work for Cabinet, Ministries and overseas missions. She has represented Samoa in major international negotiations, contributed to key national reforms, pioneered legal divisions and developed foundational legal frameworks still used across Government today. 


Fluent in Samoan and English, Constance is meticulous, persistent and collaborative - delivering high standards while mentoring others. She is passionate about sustainable development in the Blue Pacific and community service. 


Constance is open to consultations, advisory roles, or collaboration on international Pacific legal matters whether navigating treaties, boundaries, trade or governance challenges and is committed to providing high-quality legal services grounded in integrity, precision, cultural understanding and practical solutions for clients in Samoa and abroad.
