In Paraguay, a digital wallet / mobile payments fintech must be licensed as the Entidad de Medios de Pago Electrónicos (EMPE) or similar payment service provider, under the supervision of the Banco Central del Paraguay (BCP).
You must incorporate locally, submit bylaws, business plan, capital adequacy, tech/security model, and obtain formal authorization from the BCP.
