Are there laws in the Philippines that persecute individuals guilty of medical neglect of a senior citizen?

A US senior citizen veteran was under the care of a Filipina he eventually married (2 years). He had a heart attack and doctors ordered that he needed a triple bypass and was referred to the Philippine Heart Center (PHC). Once there, the wife convinced him not to undergo surgery even though he could afford it plus his son from Paris sent the down payment required by PHC. His condition deteriorated over 2 months and he was eventually hospitalized for aspiration pneumonia which led to him being intubated and subsequently dying in the ICU. Prior to this, he was showing signs of heart failure and the wife neglected to take him to his scheduled follow up appointment at PHC. He became bedridden and the main cause of aspiration pneumonia is when food contents end up in the lungs instead of in the stomach. The wife most likely force-fed him while lying flat. We, his first family, would like to hold her accountable especially since she took him away without our knowledge and did not divulge their whereabouts until we found him in the hospital and it was too late.
