Concern About Land Ownership and Payment Collection

I am writing to raise a concern about the land I have been living on for over 15 years, which is government property. One person in the community claims they are processing the papers to make our settlement legal and provide us with land titles. However, they are also collecting payments from us as "dues" for this process. I have two questions: Is it legal for this person to collect payments, and do they have the right to evict me if I don’t pay? How can I make my settlement legal? I’ve heard that the government office owning the land might soon grant us the title, but I’m unsure about the correct process to follow.
