Dr. Kutlay Teli

Dr. Kutlay Teli is a Senior Legal Counsellor and Senior Consultant at Pi Legal Consultancy, bringing more than 20 years of high-level experience in public and private international law, legal research, and policy-oriented analysis. His career spans academic leadership, international consultancy, and advanced legal scholarship, making him a key contributor to the firm’s global legal strategy and advisory capabilities.

After graduating from the Ankara Faculty of Law, Dr. Teli completed a second master’s degree (LLM) at the University of Leicester, Faculty of Law (UK, 2008). He later served as a Visiting Scholar at Fordham University School of Law (New York, USA), where he also delivered lectures and conducted dissertation research toward an associate professorship. His academic background is complemented by deep practical experience across international institutions, including work related to the United Nations.

Fluent in Turkish, English, and French, Dr. Teli specializes in producing high-quality legal documentation, academic articles, reports, and content addressing emerging global legal challenges. He has authored five books and numerous peer-reviewed journal articles—primarily in English—focusing on evolving areas of international law, cross-border legal issues, and practical solutions for global practitioners.

His recent publication, “Handbook for Foreign Entrepreneurs on Turkey Investment Strategies,” provides a comprehensive roadmap for foreign investors entering the Turkish market through franchising, agency and licensing agreements, or corporate establishment.

Beyond scholarly work, Dr. Teli plays an active role as a certified peer reviewer for several leading international journals, contributing to the evaluation of academic legal research worldwide. He is also experienced in negotiation techniques and diplomacy, which he applies in advising foreign companies on investment projects and assisting individuals seeking legal guidance in Turkey.
